Registration of Marriage between Malaysian and Foreigner: Application for Single Status in Malaysia

For Registration of Marriage between two different countries citizen, you have a few choices. Let's talk about Registration of Marriage at your spouse country then re-register at Malaysia.

Before applying please contact your spouse's country Marriage Registration Center or Embassy for information and documents check list.

Below is the documents required by China local Bureau of Civil Affairs for Registration of Marriage between Foreigner and Chinese Nationals may varies at different Provinces.



Application of Certificate of Single Status for Malaysian

Where to apply?
Application can be submitted only at the NRD(JPN) headquarters in Putrajaya.

How to apply?
Proceed to JPN Putrajaya Level 1 (Bahagian Perkahwinan dan Perceraian) show your MyKad and ask for application form for Certificate of Single Status at the Information Counter. The officer will provide a copy of Form JPN.KC09 and Statutory Declaration letter.

Fill up Form JPN.KC09 and declaration letter then, go to Ground floor for Commissioner Of Oaths to certified Statutory Declaration letter. Commissioner Of Oaths is beside Maybank ATM.
If closed, you may go to Istana Kehakiman. Istana Kehakiman is 500m away from JPN building. Commissioner Of Oaths located at Ground floor, ask for direction at the Information Counter.



**Some countries may need a copy of Statutory Declaration. If so, get an extra copy from JPN officer. Fill up and get certified by Commissioner of Oaths.

After finish certified your Statutory Declaration, go back to the ROM Information Counter (Level 1, JPN) and show your documents (check list provided below), JPN officer will give you a queue nombor.

Wait for your turn, submit the documents and wait for your Certificate to be ready. Officer will call your name when the Certificate ready for collection.

Check List
a. Form JPN.KC09 must be fully completed. (Samples)
b. MyKad.
c. Photocopy of passport pages with personal details of prospective spouse who is a non-citizen.
d. Statutory Declaration stating the applicant’s current marital status. (Samples)

Cost to apply?
RM 4.00 (each copy) for Statutory Declaration certified from Commissioner of Oaths
RM 5.00 for application of Single Status Certificate



**If your related country need a copy of your Birth Certificate, you may apply for extract copy of Birth Certificate at JPN Level 3. Ask for a form at Information Counter (Bahangian Kelahiran Dan Kematian). Fill up and pay RM 5.00.




Translation Services

Some countries may required your Single Status Cert in their recognised language. In this case, translation is needed. If you do not need any translation services, please proceed to the next step.

Where to translate?
For Chinese translation
You may translate your Single Status Certificate (Statutory Declaration letter / Birth Certificate, if needed) at Istana Kehakiman, Putrajaya.

For other languages translation
Please refer at the Information Counter of Istana Kehakiman, Putrajaya or call the related Embassy to ask for their Certified Translator.

Remarks from MOFA website
The endorsement of documents which have been translated from Malay to another language or otherwise, need to be translated by one of the following:-
· Malaysian Court Translator
· The Institute of Language and Literature (‘Dewan Bahasa & Pustaka’ (DBP)
· Malaysian National Institute of Translation (Institut Terjemahan Negara Malaysia)
· Translator whom appointed/ certified by foreign Embassy/ High Commission to Malaysia


Documents Certification by MOFA

Documents issued by the National Registration Department headquarters in Putrajaya must be certified by the Ministry of Foreign Affairs - MOFA (Wisma Putra) in Putrajaya before it can be tendered overseas.



Both original and translated copy needs to be certified at MOFA Wisma Putra, Putrajaya.

To enter MOFA, one have to leave your MyKad at the entrance in exchange for a Visitor Pass which will be returned during exit.

Go inside the building and get your queue nombor at Consular Services counter. Wait for your queue, and submit your documents. After that, wait for your queue number to be called again for payment and collection.

It cost RM 20.00 ~ RM 30.00 per document.


Documents Legalization by Foreign Embassy/ High Commission to Malaysia

Check from the Embassy website or call for documents required for legalization service.

For legalization at China Embassy
You need to submit your documents to Chinese Visa Application Service Center
Level 6, Hampshire Place Office, Jalan Mayang Sari, 50450 Kuala Lumpur
Business hours:
Monday-Friday.
Closed on Saturdays, Sundays and Public Holidays.
Submission of applications: 9:00 to 15:00.
Payment and collection: 9:00 to 16:00.

Documents Required for Application
1. One fully completed and signed Application Form of Consular Legalization of the Embassy/Consulate of the People’s Republic of China.
2. A photocopy of the photo/information page of the applicant's passport.
3. The original and photocopy of the documents (Certificate of Single Status / Statutory Declaration letter / Birth Certificate) to be authenticated after been certified by Ministry of foreign Affairs Malaysia.
4. Copy of fiancé/ fiancées passport information page and identity card (front and back).

The processing time is usually 4 working days for regular service. A pickup form will given by the officer after your application accepted. Bring along this pickup form for payment and collection.


Now your documents (Certificate of Single Status / Statutory Declaration letter / Birth Certificate) is ready to used overseas.

IMPORTANT! - What Should You Do Within 24 Hours of Arrival in China?

All foreigners should register your temporary address at Police Station within 24 hours of your arrival in the country, no matter what type of visa you are holding. You need to re-register when  i. You exit China and enter again ii. You change your residence/accommodation address iii. Get a copy of your registration from your hotel in case you needed it while you at China.
